I'm sorry but I failed to understand this whole thing. He agreed to the fact that people are embracing Islam because the law compels them to do so, but what has that got to do with him accepting it? Isn't it the responsibility of the Muslim spouse to lead and guide them into practicing Islam?

I agree, the responsibility lies with the Muslim spouse to lead and guide the spouse who converted to practise the Islamic teachings.
His acceptance in his capacity as the religious leader there. His words carries weight, as his approval does.
